Chamber XXXVII evaluates whether a second operator O₂
can be meaningfully composed after τ stabilization.
Composition is stricter than contraction or entropy reduction.

- Ω selects a stable subgraph
- τ creates dynamical coherence
- O₂ attempts further improvement
